"For us in the EU - I am not talking about individual EU member states - the SAA is a status neutral agreement", Solana said after Serbia and the EU signed the accord.
The High representative said "the EU does not recognize states".
Solana added that the EU mission Eulex "will be continued and will cooperate with the UN".
"Our mission does not bring tension because it is a rule of law mission and it does not have the competencies held by NATO and other organizations responsible for security", he said.
