This will be the first meeting between the Serbian foreign minister Vuk Jeremci and EU ministers since the unilateral secession of Kosovo.
Belgrade was infuriated by EU's role in coordinating Pristina's move, which brought down the Serbian government.
The meeting at Brdo kod Kranja will discuss the document "Communication on the Western Balkans: Enhancing the European perspective", which the European Commission has prepared for the meeting.
In the document, the EC calls on Pristina and Belgrade to "respect previous commitment to refrain from any activities or statements which might endanger the security situation".
"Major challenges for Kosovo include strenghtening the rule of law, in particular the judiciary, combating organised crime and corruption, supporting economic development and the creation of jobs, improving conditions for the return of refugees and for minority communities, and enhancing dialogue and reconciliation between communities", it says.
The EC document also underlines that Kosovo has a "clear and tangible EU perspective".
