The document will include several divisive issues including Washington's plan to deploy interceptor missiles in Eastern Europe and the controversial problem of Kosovo's status.

Russian and US delegations began preparations for the top-level meeting on Wednesday, but Americans expressed doubts that fragile issues could be solved in the next ten days.

The U.S. negotiating team is led by acting undersecretary of state for political affairs  Daniel Fried, while the Russians dispatched Deputy Foreign Minister Sergei Kislyak.
