"There has been no official discussion within NATO at ambassadorial level on any new role of Kfor", Apathuray said.
NATO foreign ministers will be discussing Kosovo on Thursday at an informal meeting in Brussels.
The European Commission has also discussed Kosovo on Wednesday and has adopted its strategy communication paper on the Western Balkans.
The Commission said Kosovo had a "clear and tangible European perspective" and pledged to help with some 395 million euros in pre-accession instruments in ther period 2007-2011.
In Washington, Assistant Secretary of State Daniel Fried said Kosovo will need an estimated 2 billion US dollars in foreign aid over the next few years, about half of which should be provided by Europe.
The rest of the money could come from the United States and such institutions as the World Bank and International Monetary Fund.
