"What goes up must come down...Stay indoors and stay away from large crowds," the OSCE's mission in Kosovo said in internal memo distributed to the organization's staff in Pristina and other towns in Kosovo.
In addition, OSCE warned of possible traffic-jams and cell-phone network breakdowns during the celebrations. The organization also said that the most of its staff in Kosovo will not be obliged to come to work during the independence party.
The United Nations Mission in Kosovo (UNMIK) also dispatched a series of internal memos, warning its personnel to avoid large gatherings, marches and street celebrations in Kosovo's capital Pristina, and several other towns in troubled province.
