A government news release says that the document is a reflection of
the common state policy on the province.

Minister for Kosovo and Metohija Slobodan Samardzic said that the
action plan was a top secret document.

"That makes it impossible to comment on the document publicly and
unveil certain details from its contents. The most important is that
it has been adopted and that, if necessary, the state bodies will act
according to the document's provisions," Samardzic said.

According to the news release, the action plan was adopted in line
with the Serbian Parliament's resolution on the protection of
sovereignty, territorial integrity and Constitutional order of the
Republic of Serbia.

The parliament passed the resolution on December 26, 2007.

The document binds the Serbian government to make a concrete and
extensive plan of measures to be taken in all fields under its
jurisdiction, in case of an unlawful proclamation of Kosovo's
independence.

Serbian Foreign Minister Vuk Jeremic did not rule out the possibility
of Serbia imposing an economic blockade on Kosovo if it declares
independence unilaterally, as well as the option of Belgrade cutting
diplomatic ties with the countries that end up recognizing Kosovo as
an independent state.
