The public debate, which begins on December 1, will be open to all UN member-states, regardless of whether or not they have previously submitted written testimony.
The Kosovo authorities will also be entitled both to present their case orally and to have the right of reply, even though the province is not a UN member.
Meanwhile, Canada said that will not be taking part in the oral debate.
Canada and Japan, G8 members, recognized Kosovo last year after strong US pressure.
Washington's pressure on Japan to appear at the public debates continues, diplomatic sources told KosovoCompromise.
