Dienstbier: Serbia reaches border of possible compromise

Former U.N. human rights envoy in the former Yugoslavia Jiri Dienstbier said that by offering Kosovo a wide autonomy, Serbia had reached the very border of possible compromises.

"Over the past two or three months, the Serbs have received some five or six different proposals 'under the table' from several EU members. Some are counting on Serbia's sovereignty, others on a solution such as the Benelux even with Montenegro. Also, the U.S. has shown a certain amount of understanding for creating some kind of institutional link between Serbia and Kosovo," Dienstbier said on Wednesday.

The first Czech post-communist Foreign Minister went on to say that many Europeans understand that Kosovo was a European security problem, and that even within the EU there is the idea that if the EU recognizes Kosovo's independence, it could leave it to the member states to choose when and how to implement that decision.
