Albania is spending 90 percent of its capital investment budget for building a highway to Kosovo – its largest project in decades, Tirana said in a letter to the International Monetary Fund

The road from the port of Durres to Kosovo price has reached 630 million euros, or 200 million euros more than planned, and it is plagued by corruption and other irregularities.

Albanian State Prosecutor Ina Rama has launched an investigation about irregularities during the tender procedure which awarded the project to the Turkish-American consortium Behtel-Enka.

The investigation led to the revoking of immunity for the Albanian Foreign Minister Lulzim Basha, who was Transport minister at the time of the tender.

Apart from financial scandals, the project has been plagued by political controversy as most international donors refused to participate in the construction due to the frequent mention of « Greater Albania » in comments about the project.
