Most EU countries abstained, while those EU countries which did not recognize Kosovo all supported Serbia's initiative.

All major non-Western powers supported Serbia's initiative: including Russia, China, South Africa, Brazil, India, Argentina, Indonesia, Iran, Vietnam and Egypt.

Balkan countries were split into those who voted in favor (Romania, Greece, Montenegro), those which abstained (Croatia, Macedonia, Bulgaria), a country which opposed the resolution (Albania) and a country which did not take place in the vote (Bosnia-Herzegovina).

Three countries which recognized Kosovo supported the resolution: Iceland, Norway and Costa Rica.
