UNMIK and EULEX signing memo of understanding

UNMIK and the European Union Rule of Law Mission in Kosovo (EULEX) are signing on Monday a memorandum of understanding that will define relations between the two bodies during the transfer of duty in the fields of judiciary, police and customs, UNMIK spokesman Alexander Ivanko has announced.

The document will clarify the role EULEX will have in the period of UNMIK's reconfiguration.

Ivanko said that the memorandum will be signed by UNMIK chief Lamberto Zannier, who returned from his summer holiday on Saturday, and Head of European Union Planning Team for Kosovo Roy Reeve.

UNMIK spokesman Russell Giki said on Sunday that the memorandum would define the transfer of technical means, equipment and facilities to the EU mission.

The memorandum is a technical agreement which implies the transfer of technical equipment and vehicles, as well as making available facilities to EULEX, Giki said, denying that in question is a memorandum for the transfer of powers from UNMIK to EULEX.

Giki could not say exactly when UNMIK and EULEX would agree and sign an agreement on the transfor of powers in the sphere of police, judiciary and customs, nor could he say whether the signing of the agreement on the transfer of powers from one mission to another should be followed by an agreement between UNMIK and the Serbian government with regards the three spheres in question and within the initiated dialogue between UNMIK Chief Lamberto Zannier and Serbia's Kosovo Minister Goran Bogdanovic.
