UNMIK is the only partner for the Council of Europe in Kosovo

Davis said that the CE has not received any official request for Kosovo's membership in the organization.
He said the CE had no official or unofficial contacts with authorities in Pristina regarding the possible candidacy, and that no one has requested that from them so far.
Davis explained that in case the CE receives request for Kosovo's membership, he will, as the secretary general, in line with the procedure, present the request before the CE Council of Ministers, which would decide on the further steps.
Meanwhile, former president of Macedonia Kiro Gligorov said that Skopje had a number of reasons to be careful when deciding whether or not to recognize the unilaterally declared independence of Kosovo.
He said that the unilateral declaration of independence without Serbia's agreement, represents a source of lasting instability in the region, and that in line with UN Security Council Resolution 1244, Kosovo is Serbia's integral part, and that violent changing of borders is unacceptable, as well as that the interim institutions of self-government in the province have not fulfilled the standards.
