The decision on the exact date will be brought by the Eulex chief Yves de Kermabon, and the issue will be discussed on Friday by the EU's Political and Security Committee, Cristina Gallach said.

"Our reaction to the debate in the UN Security Council will be the declaration of operational capability of Eulex in the next several days, that means in early December", she said.

"We are satisfied with yesterday's debate in the Security Council and we consider that the presidential statement was good ... our reaction will be to work on the latest details before declaring the initial operational capability of Eulex", Gallach added.

This decision will be brought by De Kermabon "when he evaluates that the has enough personnel in the field to take responsibility in line with the Operational plan and the Joint action".

Full operational capability will be proclaimed later, when the entire staff and resources become available in Kosovo.
