Germany insists on implementation plan for Kosovo

Serb hardliners have vowed to block the deal that will give Kosovo's government authority over Serbs in the north, and several dozen Serb nationalists burned EU and Kosovo flags during a protest in Belgrade. Serbia has rejected Kosovo's 2008 declaration of independence.
