North Kosovo Serbs and Belgrade-Pristina agreement
As we know, Serbian government and Albanians signed the agreement. According to agreement, Albanians are not allowed to be present on northern Kosovo as police or any other security force.

Only way to get to northern Kosovo is with "blessing" of NATO and Serbs, and in case of some natural disaster.
Agreement says that Serbs who live on the north will suggest the regional commander of police, so the Albanians couldn't interfere in the police system. Albanian side accepted this, but not willingly.
We may say that police, legal system, urban planning and educational system will be in the hands of Serbs, but, Albanians say that constitution of Kosovo will be implemented on whole Kosovo. As you see, something is not right here. It seems that Serbia accepted some form of Kosovo's independance, and Albanians accepted some form of independance of Serbs on North Kosovo. If you ask me, this sounds quite confusing. But, it takes time for the agreement to be accepted on the whole Kosovo, and, above all, the agreement must be accepted by the Kosovo's Serbs.
The problem is the statements of Kosovo's ministers, who are eager to get their hands on North Kosovo. But, Serbs are still there and they are unified. Let's just hope that Albanians wouldn't provoke them and take some radical actions.
