Kosovo north Serbs seek to know more about talks
Heads of the four Serb-majority municipalities in northern Kosovo said Thursday that they will give their opinion about the draft agreement offered to Belgrade's and Pristina's delegations in Brussels only after they know the details about its contents and about the last round of the Brussels-based dialogue.

Head of the Zvecan municipality Dragisa Milovic has stated for the local TV Most that KiM Serbs' representatives expect Director of the Serbian government Office for Kosovo Aleksandar Vulin to visit the north of the province and speak to them about the actual contents of the Brussels offer.
We also expect answers to the questions whether the KiM north will remain in the constitutional and the legal system of the Republic of Serbia and whose constitution and laws will apply to this territory, rather than whether we will be appointing police commanders and doing other such things on our own, said Milovic.
The ninth round of the Belgrade-Pristina dialogue, dealing with responsibilities of a community of Serb municipalities in KiM, ended after midnight last night, after 15 hours of talks, yielding no agreement.
European foreign policy chief Catherine Ashton offered a 15-point deal that the Belgrade delegation was willing to accept, but the deal was undermined by the head of the Pristina delegation, Hasim Taci, who is attempting to link police command in northern Kosovo with a request that Belgrade not block Kosovo's membership of international organizations, including of the United Nations, which Belgrade finds to be unacceptable.
Nevertheless, the two sides were given time until Monday, when Ashton is presenting her report on the Belgrade-Pristina talks, to decide on the proposed agreement on a take-it-or-leave-it basis.
