The report on conflicts prepared by the Institute for investigation into conflicts in Heidelberg was issued on Sunday and the south of central Serbia, under the name the Presevo Valley mainly used by the Albanian minority, was listed on the map of crisis spots drawn up by German analysts. The report describes the Balkans as the 'for the most part settled crisis area', while the situation in the south of central Serbia is described as the 'non-violent crisis' of the second degree of intensity with a tendency of aggravation.
According to the scale of the German institute, the conflict of the first degree of intensity entails a common debate or a louder debate in the parliament, the second degree of intensity implies a non-violent crisis, intensity of the third degree stands for a crisis engaging violence, the fourth degree of intensity entails occasional conflicts, while the intensity of the fifth degree means war.
