Solutions have to respect will of Kosovo Serbs

The solutions reached in Brussels have to respect the interest and will of the Kosovo Serbs, otherwise they will organize themselves and establish their own parliament of northern Kosovo, members of the assemblies of four northern Kosovo municipalities concluded on Tuesday.

"The Kosovo Serbs do not want anyone to separate them from the rest of Serbia. The solutions reached in Brussels have to respect the interest and will of the Serb population," the conclusions from a joint meeting state. The Serb officials said the negotiations in Brussels, which allegedly have the goal of replacing Serbia's institutions in Kosovo with so called Serb institutions by using the association of Serb municipalities, would practically mean the withdrawal of the Serbian government from Kosovo. It would also mean the end of Serbia's authority, change of the constitutional and legal system and a legalization of secession. In that case, all attributes of statehood would be lost and it would be irrelevant whether Serbia has formally recognized Kosovo's unilateral declaration of independence or not. In such a situation, where violations of the Constitution and laws of Serbia would continue and the rights of the Kosovo Serbs would be breached, the members of the four assemblies of northern Kosovo municipalities would form a northern Kosovo parliament. The parliament will be created if the actions towards turning the Kosovo Serbs into a national minority continue, the conclusions state, as presented to reporters by head of the Leposavic municipality assembly Slavko Stefanovic. The establishment of the north Kosovo parliament, which would be the highest representative and legislative body, would be based on the right of every people to self-organization, self-determination and free political, economic and social development. The conclusions read that Serbs in Kosovo are historically state-building and equal with the Serbian people in other parts of Serbia, which implies that they have historical rights and interests to stay and live in Kosovo as an integral part of Serbia. The officials pointed out that the survival of Serbs in Kosovo is impossible without Serbia's help, and once again called on the Constitutional Court to decide on the constitutionality of the Brussels agreements and the Serbian government's provisions for their implementation. The officials of the municipalities of Zvecan, Kosovska Mitrovica, Zubin Potok and Leposavic stated that the will of the north Kosovo citizens expressed at the referendum on February 15, 2012 should be respected, while the international community should stop implementing double standards. They also called for a safe return of displaced Serbs and non-Albanians, who were expelled from the province in 1999, and protection of private, social and state-owned property in Kosovo from usurpation and illegal privatization. The officials most severely condemned the latest series of incidents in which Serbs were victims, while their property, cemeteries, and cultural heritage were targeted by vandals.
