According to the agreement, Pristina will transfer new powers to Serb municipalities while the municipalities will transfer their powers to the association of Serb municipalities, which will comprise four northern Kosovo municipalities and six from the south of the province, Blic reads quoting sources close to the EU. Both sides will be satisfied with the formula and as far as the EU is concerned, the Belgrade-Pristina agreement has been reached only certain details still need to be worked out. Pristina would be able to say that it has not made any concessions by the transfer of jurisdictions, while Belgrade would be able to say that the association of Serb municipalities has been granted some powers, the source said. Pristina refuses to give new powers to the Serb municipalities while Belgrade wants more powers, and the issue will be discussed in the continuation of the talks.
